You could have volunteers working on the communication aspect. That doesn’t have to be a paid position.

Having a look, the only instance with more than 250 monthly active users on 18.4 is Beehaw. They decided to not update after their disagreement with the Lemmy devs.
Not that I think of, especially as they were not federated with most of the instances

You can migrate your subscriptions in the settings (import / export as a JSON file, easier to do on a computer).
You would lose your comments and posts history, but you can refer to the old account on your new account so that people curious would know it’s you. Also, if you keep the same name and avatar, most of the people wouldn’t notice.
I had a look at your community, do you want to save post and comments?
If not, the easiest way is to announce on the current community where you are going to move, then lock it, so that people indeed move to the new one.
I did it from !casualconversation@lemmy.world to !casualconversation@lemm.ee, it worked quite well.

I feel the centralization of communities on WORLD is a far greater and thus more urgent issue for me.

If there’s a community that only exists there, be the change you want to see: create it somewhere else and give it time to grow. You’re not the only one making this complaint about .ml, and you probably wont’ be the last.
